With respect to expenditure I beg to especially refer you to Clauses 3, 4 6, 8 and 9 of this letter.

What I have done, I have done in the interests of Public Service and without fear or favour from Mr. Chatham I have but one regret, viz;- that I did not take the initiative at an earlier date, I respectfully submit had I done so, great delay would have been obviated and public funds saved.
